كثيرا ما ينظر المواطن إلى خطابات الرئيس مبارك وتصريحاته على أنها "كلام دعائي" لزوم ملأ صفحات الجرائد وشاشات التليفزيون الرسمي ليس أكثر ، دون أن يكون لهذه التصريحات أو الخطابات أي رصيد من الواقع ، والمؤكد أن هذا الانطباع قد انتشر من كثرة التباينات بين تصريحات الرئيس مبارك في قضايا عديدة وبين الواقع الذي يتم تنفيذه بالفعل من خلال إدارات الدولة والوزراء المختصين ، أضرب مثلا هذه المرة بهيئة الطاقة الذرية ، خلال السنتين الأخيرتين صدرت تصريحات كثيرة عن الرئيس مبارك ، جميلة ورائعة ، تتحدث بعزم وتصميم على حق مصر في المشروعات النووية السلمية ، وأن الرئيس قد أمر بتفعيل النشاطات العلمية التي تساعد على دخول مصر إلى عصر الطاقة الذرية ، حتى انشغل الناس بموقع المفاعلات والآفاق "الخطيرة" التي سنصل إليها ، في حين أن ما يحدث في إدارات الدولة المختصة بالموضوع يؤكد بأن الكلام كله مضيعة وقت ، وضحك على الذقون ، هيئة الطاقة الذرية الجهة المنوطة أساسا بالتأسيس لهذا العمل ودفعه وتنميته ورعايته تحولت إلى دار للعجزة والموظفين وأرباب المعاشات والمشبوهين أيضا ، لدرجة أن وزير الكهرباء قرر المد لرئيس الهيئة السابق ثلاث مرات متتالية بعد بلوغه سن المعاش ، في إعلان صريح عن "فقر" مصر من القيادات والكفاءات التي يمكن أن تقود هذا العمل الجبار ، رغم أن هناك إجماعا بين المختصين على أنه شخصية شديدة التواضع علميا وإداريا ، وكأن وزير الكهرباء قصد عن سابق عمد إماتة الهيئة وتحويلها إلى خيال مآته ، نخوف بها الآخرين دون أن يكون لديها أي دور علمي حقيقي ، وبعد ذلك صدر قرار بتعيين الدكتور محمد القللي نائب رئيس الهيئة لشغل منصب الرئيس ، رغم أن الرجل سيحال إلى المعاش بعد أربعة أشهر تقريبا ، ولما فرغ منصب النائب ، قرر وزير الكهرباء تعيين الدكتورة نجوى زهران كنائب أول وتم إلغاء أو تعليق منصب النائب الثاني ، وكأن الهيئة عقمت عن أن يكون فيها عالم محترم يمكنه أن يشغل المنصب ، والغريب أن الدكتورة نجوى توفيت ـ يرحمها الله ـ بعد تعيينها في المنصب بعدة أيام ، ويتردد الآن في الهيئة أن وزير الكهرباء قرر "ملأ" المناصب الشاغرة بالأقدمية بين العاملين في الهيئة ، دون أي نظر إلى الكفاءة العلمية أو الإدارية ، وحتى دون أي نظر إلى الشفافية واستقامة السيرة ، لدرجة أن بعض الأسماء المرشحة الآن لقيادة هيئة الطاقة الذرية أسماء ثبت اتهامها بالتزوير وتمت مجازاتها إداريا على خلفية الموضوع ، كما أن هناك آخرين متهمين بأمور تمس الشرف والنزاهة ومنهم من صدرت في حقه بالفعل قرارات جزائية على خلفية اتهامات تمس الشرف والنزاهة ، والذي يقتلك غيظا أن هذه الهيئة العلمية الرفيعة ، التي كان يقودها من قبل علماء أفذاذ بعضهم توهج خارج البلاد وأصبح من أعلام الطاقة النووية ، يصبح قادتها اليوم ـ في عصر مبارك النووي ـ بعض الإدارجية والموظفين والجهلة والمطعون في ذممهم وشرفهم ، في حين يتم تهميش الكفاءات العلمية الطموحة المشهود لها بالنزاهة والعمق العلمي ، هذا مجرد نموذج للتخريب العمدي لمؤسسات الدولة الحيوية التي تتصل بأمن مصر القومي ، فما بالك بغيرها ، وأظن أن ما يحدث في هيئة الطاقة الذرية هو دليل عملي على أن رئيس الدولة وتصريحاته وأحلامه في واد ، والدولة ومؤسساته واتجاهاتها في واد آخر .

People often consider President Mubarak's statements as "propaganda" meant only for filling newspaper pages and official TV screens. These statements have nothing to do with reality. This impression has certainly spread due to the many discrepancies between Mubarak's statements in many issues and what is really done by state administrations and the ministers concerned. For instance Egyptian Atomic Energy Authority (EAEA). In the last two years, many statements by Mubarak were wonderful and impressive. They stated resolutely Egypt's right to peaceful nuclear projects. The President commanded to activate the scientific activities that would help Egypt enter the era of nuclear energy, they also stated. While people were occupied with the location of the reactors and the great horizons we would reach, what was happening in state administrations, responsible for the project, stressed that those statements were a waste of time and a tissue of lies. EAEA is basically assigned to establish, push, develop, and sponsor this project. It became a house for the old, the personnel, the pensioners, and the suspects as well, to the extent that Hassan Younes, Minister of Electricity and Energy, decided that the EAEA ex-president remained in office for three successive terms after pension age. He explicitly announced that Egypt lacks leaders and experts who could hold this great post. Experts are in agreement that he is administratively and scientifically modest. It seemed as if the Minister deliberately intended to kill and turn the EAEA to scarecrow that might frighten others but had no true scientific role. Then, a decision was issued to appoint Mohamed El-Qilly, the EAEA Vice-President, to serve as the EAEA President although he would be retired about four months later. The post of the Vice-President became vacant, so the Minister decided to appoint Dr. Nagwa Zahran the First Vice-President. The post of the Second Vice-President was suspended or cancelled. It seemed as if the EAEA refused to have an honorable scientist who could hold this post. It is strange that Dr. Nagwa passed away-May Allah have mercy upon her- few days after her appointment. Now, it is being frequently stated within the EAEA that the minister decided to "fill" vacant posts according to the seniority of the workers without putting into account the scientific and administrative efficiency. Even transparency and good CVs will not be put into account to the extent that some of the candidates for the EAEA presidency were charged with counterfeiting affairs and were sanctioned by the management. Others were charged with charges that affect their honor and integrity that some of them were sanctioned because of that. You will fly into a fury when you know that this high-level scientific authority, which was previously presided by outstanding scientists that some of them immigrated to foreign countries and became of the great figures of the nuclear energy, became presided today, in the nuclear era of Mubarak, by some of the ignorant personnel, and those charged with charges concerning honor. At the same time, ambitious scientific competences, recognized with transparency and deep knowledge, are marginalized. This is only an example of the deliberate destroying of the crucial institutions related to Egypt's national security, let alone others. I think what is happening within the EAEA is a practical proof on that the President, his statements, and his dreams are in a world, and the state, its institutions, and its trends are in another world.
