سلام الله عليك ...
سبق وأن أوضحت أختي الكريمة أن ترجمة هذه المقولة هي
الدبلوماسية إحتفالية تأبين ....
وأشرت أن هذه المقولة هي نوع من الأقوال التي تخضع لما يعرف بـ"اللغة الخاصة jargon" التي يكمن معناها في استخدام فئة محددة له.
ومعنى هذا القول في عرف أهل الدبلوماسية أن الدبلوماسية أشبه ما تكون بالمشاركة في إحتفالية متأنقة لتوديع جسد يكاد أن يوارى في الثرى ... والمفترض في حالات الموت أن نظهر الجزع و يكون التخبط هو السائد، إلا أنه في تقليد التأبين فإن الجسد يسجى ويأتي الأفراد في كامل زينتهم وإن غلب على ألوان ملابسهم اللون الداكن إلا أن تنظيم الحدث والكلمات التي يقولها المعزون بشأن المتوفى وطريقة الدفن تختلف عن ما يفترض أن يفرضه الحدث ذاته ......

حاولت الرد على الاقتباس أعلاه في مكانه الصحيح ولكن وجدت الموضوع مغلق
اسمح لي أن أفتح هذا الموضوع المتعلق بمقولة diplomacy is lying in state
واسمح لي مع احترامي لرأيك أن أختلف معك في الإجابة الذي قدمتها لهذه المقولة على أنها الإجابة الوحيدة لمعناها.
لقد وعدت نفسي أن استنفذ جميع الحيل لكي أجد الإجابة الصحيحة لهذا الموضوع once and for all كما يقولون بالإنجليزية
ولهذا فقد قضيت اليومين الماضيين في استخلاص الإجابة من زميل لي يعمل حاليا في مجال الترجمة (من الإنجليزية إلى الفرنسية والعكس) ولكن له خبرة طويلة سابقة في مجال الدبلوماسية في أستراليا.
واسمح لي أن أعرض الحوار الذي دار بيني وبينه للوصول إلى إجابة من the horse's mouth كما يقولون بالإنجليزية
بدايةً عرضت سؤالي في منتدى مفتوحe-bulletin و كان السؤال هكذا:

Hi Mona,
the Wikipedia definition of "lying in state" is:
"a term used to describe the tradition in which a coffin is placed on view to allow the public at large to pay their respects to the deceased. It traditionally takes place in the principal government building of a country."
This is a perfectly sound definition.
If a person says: "Diplomacy is lying in state" to describe the present-day condition (or value, or effectiveness) of diplomacy, then it is a figure of speech and the broad meaning is: "Diplomacy is dead". In other words, it is no longer doing anything, and all that is left on view are the lifeless remains of its former self.
If, however, the sense is: "Diplomacy _may be defined as_ lying in state", then it is a play on the words "lying" [telling lies] and "state" [the affairs of state], and an attempt at humour.
"Diplomacy is lying in state" is, in fact, a long-established, self-mocking "in-house" joke for English-speaking diplomats the world over. A similar one (though one which doesn't rest on a pun) is: "Diplomacy is going abroad to lie for your country".
The tone of the document you are looking at should tell you which way the expression is meant to be understood. If it is the light-hearted, humorous sense, resting in particular on the dual meaning of "lying" - then good luck in translating it into Arabic!

Perhaps a clearer way of explaining what I meant is this:
The sentence "Diplomacy is lying in state" does not answer the question "What is diplomacy doing?", it answers the question "What is diplomacy?" (i.e. what is a definition of diplomacy?).

ha ha ha .. that is funny, I think it's a challenge translating it into any other language (I'm sure including French)
There is something that sprang to mind; an afterthought you might say.
If you decide to take on the humorous meaning, what would you say that would be:
Does it mean:
lying at the state level?
lying at the grand level?
lying at the top level?
lying at the government level?
or
lying for the state's sake?
or maybe any other, what do you think?

Hi Mona,
Yes indeed, a challenge in any language, unless there is another language, somewhere in the world, in which the two meanings of "to lie" happen to be encompassed in the one word.
To answer your question: there is only one true meaning of "lying in state" and that is the one that appears in (for example) the Wikipedia definition. The other meaning is not a literal one; it comes about via a process of association with the word "state". The meaning thus derived is a very loose one (though obvious enough to the native English ear) - lying on behalf of the government/state.

أستاذي العزيز حسام،
بعد هذا الاستعراض الطويل (وأرجو المعذرة إذا كنت قد أثقلت عليك به)
يصبح جلياً أن هناك ازدواج في معنى المقولة lying in state ( تأبين الدبلوماسية & وأن الدبلوماسية هي الكذب باسم الحكومة/الدولة) وهذا نابع من ازدواج معنى كلمة to lie في اللغة الإنجليزية كما ذكر بوب أعلاه.
كل ما أرجوه منك أن يتسع صدرك لقبول عرضي لهذه المسألة وأن تغفر لي إذا كنت قد تعديت الحدود المسموحة بين الاستاذ وتلميذه/تلميذته فكلنا هنا نسعى لطلب العلم
وأرجو منك أن تعيد النظر في الدرجة التي أعطيتها لي لإجابتي على هذا السؤال (وهذا هو المهم )
