زملائي الأعزاء اليكم محتوى الملف الأول لمن لم يستطع فتح الملف
الدبلوماسية واللغة
• اللغة الدبلوماسية هي لغة التخاطب بين الدول على أساس من العرف الدبلوماسي عبر أسلوب إنشائي يتميز بجملة وخصائص سواء كان في مجال المحادثات الشفهية أو في المدونات المكتوبة.
• يمتاز أسلوب اللغة الدبلوماسية بأنه أسلوب تراعي فيه اللباقة واللياقة والدقة حتى لا يستخدم لفظ في غير قصد منه , وحتى لا يقود عيب في التعبير إلى استخلاص نتائج تضيع حقوقاً أو تفرض التزامات لا وجود لها.
• اللغة الدبلوماسية هي لغة حذرة تستخدم ألفاظ وتعبيرات خاصة فعندما يقول الدبلوماسي ( نعم )، فمعنى ذلك (من الممكن).. وعندما يقول ( من الممكن )، فمعنى ذلك ( لا ) ..
• اللغة الدبلوماسية لغة تقوم على البلاغة والمعرفة والفصاحة والثقافة العليا.
• اللغة الدبلوماسية تقوم على استخدام وطرح المصطلحات والمواضيع المزدوجة المعنى.
• يخلو القاموس الدبلوماسي من الجمل الجارحة وعبارات الإساءة والتلميح.. والاحتجاج المتهور..
المشكلات التي تواجهها الترجمة الدبلوماسية والسياسية هي :
• الترجمة تقتضي اتقان اللغة المنقول عنها والمنقول اليها. وتقتضي ايضا تخصصا عاليا.
• في حالة عدم توفر المرجعية الإختصاصية فقد يضطر المترجم غالبا إلى توليد الكلمات، إلى استنباط سياقات جديدة غير مألوفة بالعربية.
• انتزاع نص وجملة نصوص من سياقها العام،ونقلها إلى سياق آخر ذي تراث فكري ولغوي ومعنوي مختلف
• قلة صبر المترجمين وعدم انتباههم للوقوع في الأخطاء، فهناك ضرورة أن تكون اللغة عربية سلسة ، من دون اضطرار القارئ إلى الرجوع الى النص الأجنبي لكي يفهم. ان هذه السلاسة هي مطلوبة فعلا من أعمال الترجمة، لكن الوصول إليها تتطلب وقتا وجهدا وكلفة عالية.
• البنية النحوية للجملة الأجنبية حيث لا ارتباط بين المبتدأ والخبر إلا بفعل الكينونة.
• الاشتقاق و صياغة المصطلحات.
• التطور اللغوي والتغير اللفظي المستمرين.
• إهمال الدلالات والسياقات التاريخية أثناء الترجمة

When a diplomat interprets his interlocutor's language and even single words used in a dialogue or correspondence, he always starts from the
presumption that the choice of words and phrasing has been conscientious and deliberate. Nobody should nor indeed does assume that the words used are the result of insufficient knowledge of a language, inadequate translation or even less - a momentary bad mood
The real weight of words and terms in diplomatic professional jargon is much stronger than those same words in “normal
Studies of diplomacy usually concentrate on the message rather than the means. However, examination of language use in diplomacy can lead to a better understanding of the way diplomacy functions and why some diplomatic processes are more successful than others. Through careful and critical attention to various aspects of diplomatic language we can improve our understanding of both the explicit and implicit messages world leaders and other political figures send out, and improve our own ability to communicate in the most effective and appropriate ways.
Documents exchanged between countries in the past were written in the single vehicular language then in use in Europe: Latin.
In the 18th century French had become the generally accepted diplomatic language, so much so that even diplomatic notes addressed to the British Foreign Office by the Legation of the USA were written in that language.
The 20th century saw a gradual emergence of English as a second and later even dominant diplomatic language. At the same time, a growing number of countries insisted on the use of their own language in diplomatic correspondence and joint diplomatic documents.
As a result the United Nations admitted to five languages at its inception (Chinese, English, French, Russian and Spanish), to which Arabic has later been added by informal agreement. In the European Union, all twelve languages of the members are currently in use and their number is bound to grow as new members will be admitted. Translation and interpretation have therefore become a major element in present-day diplomatic life.
Written texts are an essential element of diplomacy. Texts provide powers and accreditation for the diplomat. Texts contain his instructions and
negotiating briefs. Texts are the main outcome of negotiations

The recourse to information technology is probably going to modify the presentation of bilateral agreements. These are likely to be written in a single version and no longer put down in two original documents. The lengthy mention of parties with their full names and the names of negotiators is likely to disappear. Consent to be bound may be expressed by notification over the Internet.
New texts negotiated with recourse to information technology can be better understood because all successive versions and the reactions to them remain documented. Hopefully this will lead to a newly enhanced linguistic culture in diplomacy
While diplomats cannot expect translators to produce parallel texts that are identical in meaning, they do expect them to produce parallel texts that are identical in their diplomatic effect.
It is impossible to fully appreciate the nature of diplomatic language without having some familiarity with its history.
Even without alliteration, parallelism was an important stylistic feature of Anglo-Saxon official documents.
These poetic features are still occasionally found in the English official language
General Features of diplomatic and political Language
Diplomats as well as politicians tend to defend their technical vocabulary as essential to communication within the profession, since they can easily understand each other using the special terminology. Studying diplomacy and politics is in a large measure studying a highly technical and frequently archaic vocabulary and a professional argot.
The general features of diplomatic language are the following:
It is different from ordinary language with respect to vocabulary and style.
The prominent feature of political style is very long sentences. However, the diplomatic style is very laconic.
The political language is always phrased in an impersonal manner so as to address several audiences at once. While diplomatic language is colored by personal attitudes.
Politicians try to be as precise as possible and use general, vague and flexible language.
Political and diplomatic languages are conservative.
In both diplomatic and political languages there are many words that have a legal meaning very different from their ordinary meanings.
Problems of Diplomatic & Political Translation
Problems arising due to the cultural differences.
Paraphrasing: This method is explaining the SL concept if it is unfamiliar to the target reader, when there is no *Banned**Banned**Banned**Banned**Banned*alent institution or concept in the target culture and when a literal translation will make no sense.
Finding the Functional *Banned**Banned**Banned**Banned**Banned*alent: This is using a TL expression that is the nearest *Banned**Banned**Banned**Banned**Banned*alent concept. Of course it is much more difficult to find the functional *Banned**Banned**Banned**Banned**Banned*alent of a legal SL term where the legal institutions of two cultures do not have much in common
Problems of Diplomatic & Political Translation
Word-for-Word (Literal) Translation: This is translating lexical word for lexical word, and making adjustments of prepositions, endings, and other grammatical features if necessary.
Problems arising due to the lack of an established terminology
Problems due to the use of unusual sentence structures in the language
Using of old words and expressions
Problems arising due to the use of common terms with uncommon meanings
هناك خلل بسيط يتضمن تكرار كلمة banned لذلك أسترعي انتباهكم زملائي ان وجدتم هذه الكلمة فهي تدل على وجود كلمة ناقصة وهى المعادل أو المكافئ عذرا لكتابتها بالعربية لأنني لا أعرف لماذا عند كتابتها بالانجليزية لا تظهر بل تظهر بدلا عنها هذه الكلمة
