أرجو مساعدتي في ترجمة مستخلص دراستي للماجستير والتي بعنوان التكاليف البيئية وأثرها في تقويم الأداء وهي باللغة العربية .. ومطلوب الترجمه بالإنجليزية

تناولت الدراسة أثر التكاليف البيئية على تقويم أداء المنشآت الصناعية بالتطبيق على قطاع النفط في السودان حيث تمثلت مشكلة البحث في أن السودان اصبح من الدول المنتجه للبترول والعامله في مجال تصنيعه وتسويقه ، وما نعلمه جميعا من تأثير هذه الصناعه على البيئه ، مع الوضع في الإعتبار أن العديد من المنشآت الصناعيه لا تهتم بشئون البيئه والآثار السالبة التي تلحقها بها نتيجة لعملياتها التشغيليه أو الإنتاجيه ، لذلك رأت الباحثه ضرورة تسليط الضوء على تأثير الإهتمام بالتكاليف البيئيه وقياسها على ترقية أداء المنشآت ودورها في حماية البيئه ، ومعرفة هل يُمكّن أن تساعد التكاليف البيئيه في إتخاذ القرارات الإداريه والماليه ، التي تحقق أهداف منشآت البترول في ما يتعلق بالصحه والسلامه والبيئه.
إستخدمت الباحثه في هذه الدراسة المنهج الإستنباطي في تحديد أنماط المشكله وصياغة الفروض ، كما إستخدمت المنهج الإستقرائي لإختبار فروض البحث ، وإستخدمت المنهج التاريخي لعرض الدراسات السابقه ، و المنهج الوصفي لإسلوب دراسة الحاله .
لتحقيق أهداف البحث تم إختبار الفروض الآتيه :
الفرض الأول : " تساعد معلومات التكاليف البيئيه في تقويم أداء المنشآت الصناعيه السودانيه بصورة جيده
الفرض الثاني :يساعد القياس المحاسبي للتكاليف البيئيه على الممارسه الجيدة لوظيفتي التخطيط والرقابه
الفرض الثالث : إستخدام شركات البترول السودانية نظاما لقياس التكاليف البيئيه يمكنها من تقويم أدائها المالي والمحاسبي بصورة موضوعيه

توصلت الباحثه إلى عُدة نتائج ، منها :-
1. معظم المنشآت الإقتصاديه لا تهتم بمعالجة الأضرار البيئيه التي تحدث نتيجة عملياتها التشعيلية.
2. إرتفاع قيمة التكاليف البيئيه يجعل الإداره تهتم بالأساليب المتبعه لمكافحة الأضرار البيئيه ومعالجتها ورفع مستواها وتحسين أدائها.
3. أن عدم إهتمام المحاسبه بتوفير المعلومات عن التكاليف البيئيه يُفقدها جزءا هاما من وظيفتها ومكانتها و أهميتها.
4. حصر وقياس وتحليل التكاليف البيئية والتقرير عنها يؤدي إلى ترشيد الأداء البيئي .
5. التعامل مع المؤثرات البيئيه بكفاءة يؤدي إلى نجاح منشآت الأعمال في تحقيق أهدافها.
كانت أهم التوصيات :-
1. الإهتمام وجود نظام للإدارة البيئيه في المنشآت الصناعيه .
2. إقتناء المنشآت لأصول ذات تقنيه متطوره لإزالة أو منع أسباب التلوث الناتج عن عملياتها التشغيليه .
3. الإهتمام بالتقويم كأداة لتحسين أداء المنشآت وذلك بشكل دوري .
4. الإهتمام بزيادة الوعي البيئي لدى العامه ومستخدمي القوائم الماليه .

Abstract

This study aims at shedding light on the concept of ecological costs and revealing their relationship with the relative industrial foundations in Sudan. The study is also intended to state the extent that decision makers can accept when the payment of the costs for maintaining the environment is required.
The research problem has represented in the issue that Sudan has become among the oil producing countries as well as being among the countries that industrialize and market it, in addition to the impact of this industry on the environment a matter which is known for all us taking into consideration that several industrial foundations do not concern whit the ecological affairs and their ergative effect on it as a result of their operational and productive processes . Thus, the researcher has viewed the necessity of shedding light on the impact of the concern with the environmental costs and their measurement on the promotion of the foundations, performance and their role in protecting the environment and the knowledge of whether the ecological costs can assist in taking the administrative and financial decision which attain the purposes of the petroleum foundations with regard to health , safety and environment .
The researcher has used in this study the deductive approach in determining the scopes of the problem and formulating the hypotheses. She has also used the inductive approach in testing the research hypotheses in addition to using the chorological approach in displaying the previous shidies and the descriptive approach in investigating the case study.
In achieving the aims of the research, the following hypotheses have been tested:

Hypothesis one: : It maintains the environmental costs data assist in evaluating the Sudanese industrial foundations, performance properly.
Hypothesis two. It says that the accounting measurement of the ecological costs assist in realizing the good practice of both planning and surveillance Professions
Hypothesis three: It points out that the petroleum companies, use of a system for measuring the ecological costs enables them in assessing their financial and accounting performance objectively .
The researcher has reached to the findings which confirm the accuracy of the previous hypotheses the important of which are:

توصلت الباحثه إلى عُدة نتائج ، منها
The Researcher reached several conclusions, as follows
1- معظم المنشآت الإقتصاديه لا تهتم بمعالجة الأضرار البيئيه التي تحدث نتيجة عملياتها التشعيلية
Most industrial establishments are not overly concerned with addressing the damaging effect on the environment that occurs as a result of their manufacturing operations
2- إرتفاع قيمة التكاليف البيئيه يجعل الإداره تهتم بالأساليب المتبعه لمكافحة الأضرار البيئيه ومعالجتها ورفع مستواها وتحسين أدائها
The substantial rise in the environmental cost makes management pay more attention to the proper methods used to combat and reverse the damaging effects on environment, and work to improve and enhance the performance of these methods in order to achieve the optimum result
3- أن عدم إهتمام المحاسبه بتوفير المعلومات عن التكاليف البيئيه يُفقدها جزءا هاما من وظيفتها ومكانتها و أهميتها
The lack of interest by accounting to provide relevant information on the high cost to the environmental can greatly compromise its role, its credibility and makes it lose focus
4- حصر وقياس وتحليل التكاليف البيئية والتقرير عنها يؤدي إلى ترشيد الأداء البيئي
Case studies involving the Inventory, measurement, and analysis of the cost to the environment can heighten awareness and help protect the environment
5- التعامل مع المؤثرات البيئيه بكفاءة يؤدي إلى نجاح منشآت الأعمال في تحقيق أهدافها
Dealing efficiently with the environmental influences should lead to the success of these businesses in achieving their objectives in this regard

تناولت الدراسة أثر التكاليف البيئية على تقويم أداء المنشآت الصناعية بالتطبيق على قطاع النفط في السودان حيث تمثلت مشكلة البحث في أن السودان اصبح من الدول المنتجه للبترول والعامله في مجال تصنيعه وتسويقه ، وما نعلمه جميعا من تأثير هذه الصناعه على البيئه ، مع الوضع في الإعتبار أن العديد من المنشآت الصناعيه لا تهتم بشئون البيئه والآثار السالبة التي تلحقها بها نتيجة لعملياتها التشغيليه أو الإنتاجيه ، لذلك رأت الباحثه ضرورة تسليط الضوء على تأثير الإهتمام بالتكاليف البيئيه وقياسها على ترقية أداء المنشآت ودورها في حماية البيئه ، ومعرفة هل يُمكّن أن تساعد التكاليف البيئيه في إتخاذ القرارات الإداريه والماليه ، التي تحقق أهداف منشآت البترول في ما يتعلق بالصحه والسلامه والبيئه.

This study aims at shedding light on the effect of ecological costs on rectifying the performance of industrial foundations applying that on petroleum sector in Sudan.

The research problem has represented in the issue that Sudan has become one of the oil-producing countries and one of those countries that industrialize and market it, in addition to the impact of this industry on the environment a matter which is known for all of us, considering that several industrial foundations do not concern with the ecological affairs and their negative effect on it as a result of their operational and productive processes . Thus, the researcher has viewed the necessity of throwing light upon the impact of the concern with the environmental costs and their measurement on promoting the performance of foundations and their role in protecting the environment and being aware whether the ecological costs can assist in taking the administrative and financial decisions which attain the purposes of the petroleum foundations pertaining to health , safety and environment .



إستخدمت الباحثه في هذه الدراسة المنهج الإستنباطي في تحديد أنماط المشكله وصياغة الفروض ، كما إستخدمت المنهج الإستقرائي لإختبار فروض البحث ، وإستخدمت المنهج التاريخي لعرض الدراسات السابقه ، و المنهج الوصفي لإسلوب دراسة الحاله .

The researcher has used in this study the deductive approach in determining the scopes of the problem and formulating the hypotheses. She has also used the inductive approach in testing hypotheses of research, in addition to using the chronological approach in displaying the previous studies and the descriptive approach in investigating the case study.








لتحقيق أهداف البحث تم إختبار الفروض الآتيه :

Hypothesis one: : it maintains that the environmental costs data assist in evaluating and setting right the performance of Sudanese industrial foundations properly.

الفرض الثاني :يساعد القياس المحاسبي للتكاليف البيئيه على الممارسه الجيدة لوظيفتي التخطيط والرقابه

Hypothesis two. It says that the accounting measurement of the ecological costs assist in realizing the good practice of both planning and surveillance Professions

الفرض الثالث : إستخدام شركات البترول السودانية نظاما لقياس التكاليف البيئيه يمكنها من تقويم أدائها المالي والمحاسبي بصورة موضوعيه

Hypothesis three: It points out that the petroleum companies, use of a system for measuring the ecological costs enables them in assessing their financial and accounting performance objectively .

كانت أهم التوصيات :-The most important recommendations emerging from the study: -
1. 1. الإهتمام بوجود نظام للإدارة البيئيه في المنشآت الصناعيه .
The adoption of environmental management systems by industrial establishments
2. 2. إقتناء المنشآت لأصول ذات تقنيه متطوره لإزالة أو منع أسباب التلوث الناتج عن عملياتها التشغيليه .
The acquisition of latest in technological advances by industrial establishments in order to prevent the causes of/and reverse pollution to the environment resulting from their operations.
3. 3. الإهتمام بالتقويم كأداة لتحسين أداء المنشآت وذلك بشكل دوري
The use of periodical review as a tool to assess and enhance the performance of industrial establishments on the environment
4. 4. الإهتمام بزيادة الوعي البيئي لدى العامه ومستخدمي القوائم الماليه
Promote and heighten environmental awareness among the general public and users of financial statements
